have women been portrayed on U.S. paper money?

Lets see, the One Dollar Notes, 1863-1875, featured "maidens at an alter" on the face. This was National Bank Note.
The 1886 Silver Certificate One Dollar Note had a portrait of Martha Washington on the Face side.
The 1896 Silver Certificate One Dollar Note had both George and Martha Washington on the back side.
The 1875 Two Dollar National Bank Notes had Lady Liberty on the face side.
There are more examples, but the answer to your question is yes.
