Are coins considered Art?

I think so. When new coins have been contemplated in the past, such as the Washington Quarter, The Commission of Fine Arts has been included in the designing process.
Applications for the Washington bust were accepted from sculptors, painters and metal workers. They are all artists, so it would stand to reason (to me at least) that there efforts be termed as art.
