They come from companies that have contracts to count the daily receipts from organizations that get a lot of coins, such as mass transit systems, vending machine operations, theme parks, etc. As the coins are counted, anything that is not a "legitimate" legal tender coin in that country is rejected and becomes part of the lots we buy.
